The Railcar Research and Implementation Center is staffed by experts and trainees of the Federal Agency for Rail Transport. The Center uses testing equipment and measuring tools to assess serially produced, upgraded, reconditioned, and newly designed railcars, including metro cars, and to carry out dynamic tests of mid-weight and heavy containers on flat cars, as well as testing of metal products (rolling stock components). The Center also carries out R&D, engineering, design and experimental and implementation work to create new specialized test benches.

The Center uses its own facilities and methodology for comprehensive static, dynamic and resource tests of new and modernized rolling stock and containers, speeding up engineering work and constantly refining the methods and techniques, which are applied.

All test equipment and measuring instruments used at the Center have valid certificates of compliance from official measurement and standardization agencies.

Established as an independent test center in 2007, Railway Vehicle and Track Interaction Testing Center currently performs full-cycle tests of rolling stock (freight and passenger cars, locomotives, motorized cars, and specialized rolling stock) and track infrastructure tests. The Center carries out R&D work on the interaction between rolling stock and track, works to refine standards applicable to rolling stock, and assists in the design of rolling stock.

Tver Railcar Construction Institute has more than 50 years experience designing new railcar solutions. Functions performed by the Institute include (the list is not complete): pre-project design and feasibility studies for new types of railcars and bogies; development of specialized welding equipment for metal structures of passenger, metro, and freight cars; manufacture of prototypes for railcars, bogies and assemblies; manufacture of internal fittings for railcars; design of fire safety standards for passenger railcars and experimental evaluation of flammability of materials and structures used in railcars.

The Institute has its own test center, accredited by Russia’s Federal Accreditation Service (RusAccreditation) as compliant with GOST ISO/MEK 17025-209 (Accreditation Order No. А-10877 dated 16 December 2015 for Tver Railcar Construction Institute; Accreditation Certificate No. RA.RU.22ZhD07 issued on 28 December 2015), as well as an expert organization consisting of a fire safety certification body and a fire safety testing laboratory accredited by the Russian National Union of Fire Safety Organizations (Certificate No. YuAB0.RU.EО.PR.041 of the National Union of Fire Safety Organizations , registration recorded on 14 February 2017).

Rolling Stock Engineering Center has an in-house test center for railcar products with expertise in almost every type of railcar testing:

  • stationary testing (static and impact strength, brake and functional testing);
  • motion testing (evaluation of dynamic characteristics, strength and braking performance);
  • operational testing. 

Tests are carried out on various types of freight cars and passenger coaches, electric trains, diesel trains, motor coaches, and also on bogies of freight and passenger cars, electric trains and diesel trains, and on wheelsets and finished axles of freight cars and passenger coaches.

The Center has extensive experience in research and certification testing of freight car bogies, and loading/unloading mechanisms for hopper and tank cars, as well as testing of other rolling stock components.

Depending on the objective, the Center carries out experimental studies of compliance with regulatory documents, certification tests for manufacturing launch of new products, for overhauls to extend service life, and for modernization of used railcars. We offer research, preliminary, acceptance and certification tests. Railcars and components in serial production can undergo periodic, qualificatory and certification testing.

The Center uses state-of-the-art test equipment and employs qualified staff, duly trained and certified. Our senior specialists have more than 10 years of experience in testing of rolling stock, and staff include experts on the Russian railway transport certification system.

We carry out tests to order for the Federal Railway Transport Certification Register, Russian and international railcar manufacturing and repair facilities, and corporate owners of rolling stock.

IBTrans works to implement civilized and equitable rules for testing of the software and hardware of automated control systems in order to improve the fault tolerance, reliability and safety of rail transport, deliveries by railway, and information systems, to ensure continuity and improvement of business practices.

The company's core activities are technical testing, research, and certification. The quality management system used by IBTrans meets strict international requirements, as confirmed by the compliance certificate issued by TUV Rheinland InterTraffic GmbH. As well as carrying out tests to ensure information safety and check conformity with technical regulations of the Eurasian Customs Union for declaration purposes, IBTrans also helps to prepare design documentation and carries out scientific research.

The Test Center of the Urals Railcar Design Bureau offers a full range of tests for railway products.

Operations and processes at the Test Center are focused on a specific range of products, enabling a full range of bench tests of one or several railcar products or assemblies. This approach speeds up order completion and reduces the cost of testing. The Test Center uses advanced equipment and measuring instruments to carry out a large number of research, control, comparative and other tests.

The Test Center for Railway Transport Equipment is one of Russia’s leading companies specializing in tests and R&D work for the railway industry. The Center is licensed to test a broad range of products for conformity with the technical regulations of the Eurasian Customs Union regarding mandatory certification (ТR TS 001/2011, ТR TS 002/2011, ТR TS003/2011).

The Center carries out all of its dynamic strength and track impact tests using its own infrastructure and facilities at the West-Siberia Testing Ground. The Center also carries out work under contract for other test centers and rolling stock manufacturers at the West-Siberia Testing Ground.

The Center has a permanent team of highly-qualified staff with university-level training and extensive experience in testing, compiling design and repair documentation, and the preparation of testing methods. The Center also offers services for the appraisal of design and project documentation, and assists in the launch of new products.

The All-Russian R&D and Design Institute for Electric Locomotive Construction has designed locomotives that are now in service on railways in Russia, Finland, Poland, China, Ukraine and Kazakhstan. Our Center holds more than 1000 patents and inventor’s certificates, and has thousands of scientific publications to its credit, including 60 monographs, and 126 successfully defended candidate and doctoral dissertations.

The Institute has close scientific and manufacturing links with enterprises of Transmashholding (particularly the Novocherkassk Electric Locomotive Plant), as well as with Russian Railways, manufacturers of electronic and electric goods, and leading research institutes, vocational colleges and universities in Russia and the CIS.

In 2013, the Institute was awarded a certificate of compliance by the GOSTR Register proving the conformity of its Quality Management System to the GOST ISO 9001-2011 (ISO 9001: 2008) system regulating the preparation of design documentation and testing for rolling stock and railway infrastructure, and the design, manufacture and testing of small-volume series of rolling stock.

Following the introduction of railway transport regulations of the Eurasian Customs Union on 2 August 2014, the Institute’s test center significantly expanded its accreditation, obtaining a certificate from the Russian National Accreditation System as well as inclusion in the Unified Register of Certification and Testing Laboratories (Centers) of the Customs Union. Inclusion in the Register makes the Institute compliant with the Customs Union regulations, ТR ТS 001/2011 Safety of Rolling Stock and ТR ТS 002/2011 Safety of High-Speed Rolling Stock, and gives it the right to carry out an extensive range of tests for rolling stock and components as part of the conformity assessment procedures of the Customs Union.

The test center of the All-Russian R&D and Design Institute for Electric Locomotive Construction also has experience of testing outside Russia, in countries including Italy, Kazakhstan, and Finland.

The Central Design Bureau for Transport Machine Building is the principal entity responsible for the design and modernization of rolling stock for Russia’s space and rocket industry. The Bureau is under the control of the Russian Space Agency.

The company has been a member of the International Space Industry Association since 2006.
